Downtown Troy plays a unique role in providing retail and residential opportunities, as well as, being a center for professional and governmental services for the area. The plan for Downtown Troy is geared toward recognizing the distinct opportunities of the area that set it apart from other retail and service areas; and then transforming those opportunities into short-term and long-range development strategies that enhance the visitor experience and further define and strengthen the role of the Downtown Troy district.

The Downtown Troy Plan was funded by the Alabama Department of Economic and Community Affairs through Community Development Block Grant (CDBG) Planning Funds with matching funds provided by the City of Troy. The planning process included citizen meetings, an open studio workshop, and online surveys. The citizen input obtained through the planning process was invaluable in developing a downtown plan that is reflective of the citizens of Troy. Sincere appreciation is extended to those leaders, citizens, downtown merchants, and property owners who took time to attend those meetings and provide meaningful participation. As a result of their input, this plan for historic downtown Troy has been prepared that is responsive to both citizen concerns and citizen goals.

The Troy City Mayor and Council, because without their leadership and insight, this plan would not have been possible, and to the Troy Planning Commission for their guidance and input into the planning process.

The Alabama Department of Economic and Community Affairs (ADECA), which through the Community Development Block Program (CDBG) with matching funds provided by the City of Troy, funded this effort, and the consultants, South Central Alabama Development Commission (SCADC) and KPS Group, who brought their expertise and creativity to the project. 

South Central Alabama Development Commission (SCADC) assisted with funding for three studies that were conducted during the planning process, which are (1) a transportation study by Skipper Consulting, Inc.; (2) a wayfinding system sign audit by McComm Group, Inc.; and (3) a bicycle/pedestrian connection study between Downtown Troy and Troy University by KPS Group.

The City of Troy Planning & Community Development department partnered with the consultant team to collect the inventory, create the public engagement strategy, organize and facilitate the public events and online methods to attract the Troy stakeholders, and help create the document you see here today.
