Utility Billing and Payment Options
Utility payments may be made in the following manner:
Online Bill Pay
Setting up an online account is easy. Just follow these step-by-step instructions:
1.
Got to www.troyal.gov and click

3.
Create an account by clicking
Register
under
Login to Account Management
and entering your email address and name and creating a password. An email containing a link to activate your membership will immediately be sent to your designated email address. If you do not wish to create an account, you may make your payment by selecting the
Quick Pay
option. You will need your account number and last payment amount.
4.
Click on the link in the email. This should take you to the Utility Billing Login screen. You should see a message stating that your membership was successfully activated.
5.
Enter your email address and password. Click
Log In
.
6.
Select
Add an Account
and enter your account number exactly as it appears on your bill (include dashes) and the last payment amount. If this is your first bill, your last payment amount will be your connection fee, either $15.00 or $20.00 (enter as 15.00 or 20.00).
7.
You are done! You can now manage and pay your Troy utility bill online! Your options include:
Pay Now
Schedule Payment (This is a manual, non-recurring payment option where you choose a future date for your payment to be processed.)
Auto Pay ( This is a regular, recurring payment option where your credit card payment is automatically processed on the same day every month on a day of your choosing.)
Automatic Bank Draft
Automatic Draft is a free, convenient way to pay your bill automatically each month. You no longer need to write a check, because this bill payment process electronically debits funds from your bank account each month.

Our Night Depository
- Located at the drive-thru window. Payments placed in the night depository will be posted to the account on the following business day. Please make note of account number or service address. We accept checks or money orders only. No cash please.
The City of Troy is not responsible for cash placed in the night depository.
By Phone
For Automated Service dial 866-236-8031 or to speak directly to a customer service representative dial 334-566-0177. You may pay with a Debit or Credit Card (Visa, MasterCard, American Express). Please have account number, service address and card number ready.
By Mail
with a check or money order. No cash please.

Levelized Billing
Levelized Billing is a free program designed to prevent drastic fluctuations in your monthly utility bills, even during the hottest and coldest months of the year.
The calculation of the Levelized Billing amount includes all utility services at the service address. Under levelized billing, each monthly bill is the rolling average for the most recent 12 months. For instance, this month’s bill would be the average bill amount of the previous 11 months, plus this month. Therefore, the bill amount will change slightly from month to month.
Because the levelized billing amount is recalculated every month based on our rolling average formula, the need to settle balances annually is eliminated. The only time you must reconcile your account is when service at the location is discontinued or participation in the program is terminated.
Customers who meet the following requirements are eligible to participate:
• You must be a customer for at least 12 months at the same service location.
• Your account must have a zero balance at the time of enrollment.
• You must have acceptable payment history on your utility account – no returned checks or disconnects for non-payment and no more than two late payments within the last twelve months.
Failure to maintain good payment history may cause the account to be removed from Levelized Billing.
